Dr. Hart’s work typically focuses on fair distribution of health opportunities and improved health outcomes – by designing, and facilitating high-level meetings to identify barriers and develop concrete steps to achieve systems change; providing training and TA to build Federal, State, and/or local capacity; and researching and assessing current efforts to provide recommendations for policy and program development.
She has directed several Office of Population Affairs (OPA) assessment projects within family planning clinics to address cultural competency, integrating HIV prevention, using couples-based services, and delivering clinical training for providers. She recently directed two DHHS contracts within the Office of HIV/AIDS Policy (OHAP) and the Health Resources and Services Administration HIV/AIDS Bureau (HRSA/HAB) to promote national HIV prevention efforts; assess HIV-related technical assistance; examine efforts to recruit and retain people of color who are HIV positive in care; and assess the severity of need for programs and services and distributing Ryan White CARE Act funds accordingly.
Dr. Hart recently served as Project Director for the Homeless Policy Academies Initiative and offers training and technical assistance for a systems change project jointly funded by the U.S. Departments of Health and Human Services (DHHS), Veterans Affairs (VA), and Housing and Urban Development (HUD). She has worked on adaptations of the Policy Academy Model to address pediatric asthma disparities, early childhood systems of care, co-occurring disorders, and behavioral health interventions on Historically Black Colleges and University (HBCU) campuses. She has also served as Deputy Project Director and Lead Trainer for a collaborative project funded by the Center for Substance Abuse Treatment (CSAT), Health Resources and Services Administration (HRSA), and Centers for Disease Control and Prevention (CDC).
Prior to joining Altarum, Dr. Hart worked at the University of Michigan as an instructional consultant in the Center for Research on Learning and Teaching; as a research assistant on the CDC’s Project REACH (Racial and Ethnic Approaches to Community Health); and as a project director, researcher, and trainer at the Center for Research on Group Dynamics.
Dr. Hart holds a master’s degree in public health, health behavior and health education, along with a master’s associate degree and a doctorate of philosophy from the University of Michigan in United States history, with a specialization in African-American history. Her dissertation research focused on reproductive health and access to health care for African-American women.
