Mr. Chin joined Altarum in 2005 as Director of Health Informatics Innovation and Research, where he focuses on expanding Altarum’s strategic

opportunities in the health arena. He has over 13 yearsexperience in health care consulting, with a specific focus on program evaluation and information technology.

Prior to joining Altarum, Mr. Chin led numerous studies in health outcomes, quality, and information technology, including analyses of the return on investment from electronic health records, a Congressionally mandated report on the advisability of a chiropractic care benefit, sampling and non-response analysis design for a survey of health care beneficiaries, an examination of the use of antibiotics in pediatric populations for upper respiratory infections, and analyses on the effect of data quality on diabetes care reporting. He directed the Lockheed Martin response to the Office of the National Coordinator for Healthcare Information Technology Request for Information on the National Health Information Network and has worked extensively on issues in health data standards and interoperability, as well as the impact of information technology on workflow and costs. His research interests include value-based software engineering, Bayesian and other algorithms for detecting rare events, and organizational responses to risk reduction and safety.

Mr. Chin received his undergraduate degree from Harvard University jointly in East Asian studies and economics, and a master’s degree from the University of Michigan in economics. He is a member of the American Medical Informatics Association, the Academy for Health Services Research, and the American Public Health Association.
