Special Contributor Zachary Cooper is a Research Fellow at LSE Health at the London School of Economics. His monthly columns for the Health Policy Forum will focus on health policy from an international and comparative perspective. As an American who has worked and studied in Europe, he wants to continue to explore the health policy lessons America and Europe can learn from each other. His research interests focus on public sector reform, competition in health care and education, and the interplay between domestic policy and electoral politics. He is currently analyzing the impact of patient choice and provider competition on health care quality in the English National Health Service.

Cooper has been actively involved in the health policy-making process in Britain, where he has served as Special Assistant to Lord Ara Darzi, Minister of Health for England and Special Assistant to Sir Liam Donaldson, Chief Medical Officer for the United Kingdom.  Cooper has also written speeches and served as a policy-advisor to several other British policy-makers and politicians.
